船只过闸时，船闸的冲泄水引起水流条件变化较大，通常为了船只的航行安全，前面的船只过闸时，其他船只应停在锚地等候。为提高过闸能力，在锚地和船闸之间布设靠船墩，供船进闸之前临时停靠。靠船墩有单侧和双侧之分，前者即船只能停靠单边靠船墩，后者即船可停靠两边靠船墩。通常每个船闸对应一个靠船墩。 布设靠船墩减少了船直接从锚地发船的时间。同时由于船停靠在靠船墩上，避免了其他船只过闸带来的安全问题。因此合理的布设靠船墩，可以在保证航行安全的同时提高过闸能力。
