帝王的命令。 诏，始于秦；敕，始于汉。汉以后官长谕奉送属，尊长谕子弟，仍可用“敕”。 唐显庆中规定，必经凤阁、鸾台，方为“敕”，限制始严，然文字中用“敕”为动词，仍属常见。 后人称皇帝赦免犯人罪责的命令为“敕诏”。
