网络融合（Network convergence）包括两个层面的融合：数据传输层融合，应用层融合。数据传输层融合是将以前分别基于PSTN电话网上的语音数据和基于有线电视同轴电缆上的视频数据，以及基于IP的信息数据，都整合在一个网络中进行传输，这个物理媒介就是融合网络。它统一了在不同网络上传输的多种数据。应用层融合是把以前各种异构网络上的应用全部整合到一个IP网络上，从而实现在应用上的大统一，这是一种高层的融合。
