继续工程教育是对具有高等学校毕业水平的人员和中级以上职称的工程师、技术员、科技人员和管理人员进行更新、补充新的科技知识，提高新技术和科学技术素质的教育活动。20 世纪 70 年代初联合国教科文组织下属的工程师和技术员继续教育国际工作组成立，标志继续工程教育进入全球大发展时期。至 1990 年，世界继续工程教育大会已召开四次。中国从 1979 年参加第一次世界继续工程教育大会后，开始把“继续工程教育”一词引进。1984 年 11 月，中国继续工程教育协会在国家科学委员会指导下成立。
