策划学是最近几年才出现的一个新名词。但‘策划’一词的使用则有悠久的历史。‘策划’一词最早可见于《后汉书·隗器传》，意思为计划。打算。最近几十年，‘策划’一词逐渐成为使用频率较高的时髦词汇。今天人们所说的‘策划’，除了有《后汉书·隗器传》中的‘计划，打算’之意外，又有了一些新的含义，如统筹，安排，酝酿，计谋，谋策，策划。归纳起来，策划就是对某件事，某种项目，某种活动有何计划，打算，用什么计谋，采取何种谋策，划策，然后综合实施运行，使之达到较好的效果。
