古县名，西汉置，隶属于张掖郡。据《汉书·地理志》: “番和，农都尉治。莽日罗虏”。农都尉住此，当为汉代重要农业开发地，县治所在，《甘肃新通志》及《甘肃通志稿》均谓在永昌县西。经调查，今永昌县西约25里的焦家庄 (水磨关)南有古城遗址。当地群众称西古城者，即汉番和城。东汉因之。
