减税（又称税收减征），是按照税收法律、法规减除纳税义务人一部分应纳税款。减税是对某些纳税人、征税对象进行扶持、鼓励或照顾，以减轻其税收负担的一种特殊规定。与免税一样，它也是税收的严肃性与灵活性结合制定的政策措施，是普遍采取的税收优惠方式。由于减税与免税在税法中经常结合使用，人们习惯上统称为减免税。减税一般分为法定减税、特定减税和临时减税。 从2018年9月1日至2020年底，将符合条件的小微企业和个体工商户贷款利息收入免征增值税单户授信额度上限，由此前已确定的500万元进一步提高到1000万元。
