一百多年前，俄罗斯街西侧海洋街、光辉巷、烟台街的老房子作为中东铁路职员住宅开始修建，从而拉开了这片街区与铁路一百多年不解的缘分。日俄战争后，满铁接收此处，满铁高级职员被安置在这里。1945年，日本战败后，铁路家属成为这里的新主人。改革开放后逐渐衰落，近十年来，常住人口多为来连谋生的外乡人，拾荒者占有很大比重。十年前，政府将团结街临街建筑拆除一空，建成浅薄的俄罗斯街，旺季时，颇有一批外地游客来此观光。与其一墙之隔的海洋街、光辉巷、烟台街却一直不动声色。目前尚完整保存有28栋建筑。
瓶子里的纸条上写着：“拿到海洋街419号，就能从比奇科默汽车旅馆的老板理查德和蒂娜·皮尔斯那里获得150美元的奖励。”
