利用专业性设备和手段,对海洋的各种自然规律以及海洋资源的开发利用进行的调查和研究。其设备有海洋调查考察船、锚定浮标系统、漂流浮标、次表层流系统、潜水器以及观察卫星等。为更好地了解、开发利用、保护海洋,需要国际间长期合作,如国际海洋考察十年计划(1971~1980),曾有40多个国家参加,在海洋环境预报、海洋环境质量、海底非生物资源和海洋生物资源等方面进行了调查研究。
