比较成本亦称比较生产费用、比较效益。英国古典经济学家大卫·李嘉图提出的按照生产成本的相对差别实现国际分工的一种自由贸易理论。从生产成本的相对差别出发，李嘉图认为在两国各自生产比较成本相对有利的产品，通过国际贸易进行交换，对两国都会有利，双方都节约了劳动。他以下列来说明“比较成本”的现实性：假设葡萄牙生产一定数量的葡萄酒，要80人的一年劳动，生产一定数量的呢绒，要90人的一年劳动;而英国生产同等数量的葡萄酒却需120人的一年劳动，生产同等数量的呢绒，要100人的一年劳动。由此看来，英国生产葡萄酒和呢绒，比葡萄牙不利，但比较起来，英国生产葡萄酒更为不利。在此情况下，英国应该专门生产呢绒以交换葡萄牙生产的酒，葡萄牙应专门生产酒以交换英国生产的呢绒，这样两国都有利。大卫·李嘉图的比较成本论是对亚当·斯密的绝对成本说的修正与发展。绝对成本论以国家之间的资本、劳动自由转移为前提条件。在劳动、资本不可能自由转移的情况下，比较成本的差别足以构成国际贸易的充分和必要条件。因此被西方经济学家一度作为国际贸易的理论基础。
