模拟技术亦称“模拟决策技术”。为研究解决某一实际决策问题，先建立该问题的同态模型，并对模型进行动态运行试验，按其运行结果进行评价和优选的决策技术。其优点是： (1) 能解决很多需进行破坏性试验或危险性试验才能决策的实际问题 (如核电站的核能外泄问题)。(2) 可将年、月、日缩减到分、秒计算，避免试验周期过长 (如汽车寿命测定要跑几十万公里)。(3) 可用来检验理论分析结论的完善性及对实际问题研究中所作各种假定的有效性。(4) 给决策者提供了“实验室”，可以重复多次试验以研究单个变量或参数的变化对实际问题总体系统的影响，而这在实际问题中是不可能做到的。(5) 简单易懂，结果比较直观。
