日本明治时期思想家、政治家。萨摩藩士之子。早年醉心洋学。1865年赴欧洲留学。明治维新后回国。1870年赴美调查教育制度。1873年与福泽谕吉等人创建明六社，任社长，积极宣传西方启蒙思想。1885年任文部大臣。在任期间建立明治时期新的教育制度，并参与筹建帝国大学。反对传统观念，崇拜西方思想，对明治时期的文化教育界有一定影响。后因反对神像崇拜，遭宗教狂徒暗杀。
