检查笔录指办案人员为确定被害人、犯罪嫌疑人、被 告人的某些特征、伤害情况或生理状态，而 对他们的人身进行检验和观察后所作的客观 记载。诉讼证据的一种。只有将检査的情况 用文字固定下来，形成检査笔录，才有证据 价值，用以证明案件事实。制作检査笔录， 应当严格按照法律规定进行，一般由办案人 员制作，是对所见情况的客观记载。现场检 査除针对各种检査项目的具体要求制作笔录 外，也可以采取绘图、拍照等其他有利于准 确、客观记录的方法。检査笔录须有参加检 査的人员及在场见证人的签名或盖章。
调查人员询问或检查，应当出示海事行政执法证件，并制作询问笔录或检查笔录。
