数字制图是地图制作和应用的一个系统，是由电子计算机控制所生成的地图，是基于数字制图技术的屏幕地图，是可视化的实地图。“在计算机屏幕上可视化”是数字电子地图的根本特征。数字制图主要是利用计算机技术配合现有制图理论相互融合的产物，如GIS+RS+GPS三者即可构成四维立体成像系统，不受时间地域和使用者限制，对现代城市规划、交通导航、自然灾害评估、科学数据采集等等具有特别重大意义。
