为拦截水流、抬高水位、调蓄水量，或为阻挡河水泛滥、海水入侵而兴建的各种闸、坝、堤防、海塘等水工建筑物。河床式水电站的厂房、河道中船闸的闸首、闸墙和临时性的围堰等，也属于挡水建筑物。仅用以抬高水位的、高度不大的闸、坝也称壅水建筑物。不少挡水建筑物兼有其他功能，也常列入其他水工建筑物。如溢流坝、拦河闸、泄水闸常列入泄水建筑物，进水闸则常列入取水建筑物。
闸门作为挡水建筑物的一个组成部分亦必须进行可靠性评估。
