拒绝承兑，是指汇票付款人在持票人如期向其出示汇票请求表示承兑而予以拒绝的行为。亦即付款人表示于到期日不支付汇票金额的一种票据行为。发票人与付款人间虽有资金关系或虽有承担付款的约定，但在票据法上，付款人并不因此而负有付款责任。
票人提示汇票要求承兑时，遭到拒绝承兑（ Dishonour by Non-Acceptance），或付款人避而 不见、破产或死亡等，以致付款已事实上不可能时，均称为“拒付”，又叫“退票”。
