弯沉值就是荷载对路基/路面作用前后，路基/路面发生变形的大小，用1/1000毫米作计算单位。计算弯沉值表示的是，在某一路段，按20米的间距，用一定轴载的车辆（一般用后轴6吨或10吨车辆）对路基/路面作用前后，产生的残余变形量的加权平均值。计算弯沉值与路基/路面的设计强度有直接的关系，计算弯沉值越小，则强度越高。公路改造前，对原有公路进行弯沉测量，可以了解原有公路的路况，并作为设计的指导资料；公路修建中或竣工后，弯沉测量可以检验路基/路面的施工是否达到设计强度要求。
