为适应社会需求，专科毕业生必须继续深造，普教选拔专科学生升入本科学习（在校学生15%的比例数量）已远不能满足学生现实要求。严格的政策要求，使85%以上在校专科生不能按普教继续深造，为满足广大学生需要，国家教育行政部门专门设置了应用型独立本科，为在读专科生提供学习机会。应用本科教育属于较高层次的技术教育，是我国高职教育中的重要组成部分。它是相对于普通本科和高职专科而言的，它既不同于一般四年制的普通本科，也不同于专科层次的高职。
