小浪底水利枢纽 是治理开发黄河的关键性工程，属国家“八五”重点项目，工程于1997年截流，2001年底竣工。小浪底位于河南洛阳以北40公里的黄河干流上，上距三门峡水库130公里，下距郑州花园口115公里，是黄河干流三门峡以下能够取得较大库容的控制性工程。
