深圳经济特区于2010年10月推出的引进高技术人才的项目。纳入“孔雀计划”的海外高层次人才，可享受160万至300万元的奖励补贴，并享受居留和出入境、落户、子女入学、配偶就业、医疗保险等方面的待遇政策。对于引进的世界一流团队给予最高8000万元的专项资助，并在创业启动、项目研发、政策配套、成果转化等方面支持海外高层次人才创新创业。
