太常是掌建邦之天地、神祇、人鬼之礼，吉凶宾军嘉礼以及玉帛钟鼓等威文物的官员，即唐虞的秩宗、周朝的宗伯、秦朝的奉常，位列汉朝九卿之首，地位十分崇高，兼管文化教育、陵县行政，也统辖博士和太学。太常之祖是唐虞的秩宗伯夷。太常本指周天子祭祀时所建的三辰旗，代表王者。太常的属官有太乐、太祝、太宰、太史、太卜、太医六令丞，分别执掌音乐、祝祷、供奉、天文历法、卜筮、医疗。汉朝太常属太尉部，掌礼仪祭祀，至晋朝、南朝时均为九卿之一，隋朝九寺之首。唐朝宋朝设置寺卿、少卿，掌礼乐郊庙社稷之事。日本阴阳师即太卜。
