所谓复合标底，就是综合招标人的自编标底和投标人报价而确定的评标标底。具体做法，一般是将投标人的投标报价的算术平均值乘以相应权重加上招标人的自编标底乘以相应权重而得出的标底作为评标标底。如果投标人数大于3名，招标人可以考虑将明显偏离实际工程造价的投标报价剔除，剩余投标报价进行复合标底计算。复合标底=Σ(n个投标人投标报价)/n X P(权重)+招标人自编标底X(1一P)；(P≤1)。
