基本建设项目是编制和实施基本建设计划的基层单位，指在一个总体设计或初步设计的范围内,由一个或几个单项工程所组成、经济上实行统一核算、行政上实行统一管理的建设单位，一般以一个企业(或联合企业)、事业单位或独立工程作为一个建设项目。 凡不属于一个总体设计、经济上分别核算、工艺流程上没有直接联系的几个独立工程,应分别列为几个基本建设项目。基本建设项目是由若干个单项工程组成的。
