城市规划中的一项新兴工作，应属工程咨询范畴，主要是对当前城市规划、城市建设中的土地交易方式、用地使用性质、建设强度、规划设计要求等方面提出具体的咨询意见，完善城市规划微观环节，利于规划建设管理，便于操作实施。
本规定所称城市规划服务，是指从事除城市总体规划以外的城市规划的编制、咨询活动。
