国家出版基金设立于2007年，是继国家自然科学基金、国家社会科学基金之后的第三大国家设立的基金。国家出版基金由国家出版基金管理委员会负责管理。 国家出版基金自2008年实施以来，投资逐年增加，2014年规模已达4.5亿元，累计投入达19亿元，资助出版具有文化传承与积淀价值的图书1200余项。6年间，投资如蛹化蝶，催生近800种精美图书，飞进图书馆，飞到书桌上。
