出境旅游业务是指：在我国法律允许的条件下，某些达到要求的、特批的旅行社具有特许经营中国公民自费出国旅游业务的权利。这些旅行社所开展的跨国境的旅游接待业务。

第三条中外合资经营旅行社试点经营出境旅游业务应当遵守本办法。
