公示催告是票据权利人在丧失票据后申请法院宣告票据无效，从而使票据权利与票据分离的一种制度。其程序一般包括：（1）丧失票据人向有管辖权的法院（常为付款地法院）提出申请。为此应提交票据缮本或开列票据所记载的事项，并说明丧失票据的情况，请求法院为公示催告。（2）法院就申请进行调査，决定是否进行公示催告。申请不成立则裁定驳回。（3）法院进行公示催告。公告应以一定方式进行，一般载明：申请人、申请内容、持有票据的人在一定期间内向法院申报权利，否则权利则丧失等等。（4）作出决判。规定期内有人主张权利的，如他与丧失票据人无争执，公示程序即行结束。如争执不下或期内无人申报权利，法院则作出除权判决。即以判决宣告票据无效。公示催告申请人即丧失票据者即可凭除权判决对于票据债务人行使权利。
