信息服务业是利用计算机和通信网络等现代科学技术对信息进行生产、收集、处理、加工、存储、传输、检索和利用，并以信息产品为社会提供服务的专门行业的综合体， 指服务者以独特的策略和内容帮助信息用户解决问题的社会经济行为。从劳动者的劳动性质看，这样的行为包括生产行为、管理行为和服务行为。信息服务业是信息资源开发利用，实现商品化、市场化、社会化和专业化的关键。主要分为三大类：即 信息传输服务业；IT服务业（信息技术服务业）；信息资源产业（主要指信息内容产业）。
