本法施行以前，依照当时的法律已经作出的生效判决，继续有效。
The effective judgments made in accordance with the laws in force at that time before the entry into force of this law, shall keep their effectiveness.
本法另有规定的，依照规定。
Where this Law has other provisions, such provisions shall prevail.
对能够确定驾驶人的，可以依照本法的规定依法予以处罚。
If the driver can be determined, the penalties may be imposed in accordance with the present Law.
