乳化法是软膏剂常用的制备方法之一。将油溶性物质一起加热至80摄氏度左右使熔融；另将水溶性成份溶于水，加热至略高于油相温度，以防两相混合时油相中的组分过早析出或凝结；在不断搅拌下将水溶液慢慢加入油相中，并搅拌至冷凝，制成乳剂基质。
