The Cape Verdean government has taken steps in recent years to promote foreign investment in tourism infrastructure, resulting in large scale development on a few of the ten principal islands.

The awards are funded by the Rockefeller Foundation. Judith Rodin of the Rockefeller Foundation said finding innovative ideas and expanding them to a large scale has proven to be hugely effective.
