The United Nations and host countries are responsible for the preservation of that status, and violation of it, by those inside or outside the camps, jeopardized vulnerable persons, including women.

States have an obligation to create and maintain adequate measures at the national level, in particular in the fields of education, health and social support, for the promotion and protection of the rights of persons in vulnerable sectors of their populations and to ensure the participation of those among them who are interested in finding a solution to their own problems.

In 2012, the celebration is stressing the human rights and fundamental freedoms of persons with disabilities, as their vulnerable position often makes it difficult for them to assert their rights.

Great importance must be given to the promotion and protection of the human rights of persons belonging to groups which have been rendered vulnerable, including migrant workers, the elimination of all forms of discrimination against them, and the strengthening and more effective implementation of existing human rights instruments.

In reauthorizing VAWA in 2000, Congress included new VAWA programs and provisions to help particularly vulnerable populations, including younger victims, immigrant victims, the elderly, and persons with disabilities.
