With our help, nearly every state has set higher academic standards for public schools, and a voluntary national test is being developed to measure the progress of our students.
Thanks to the actions of this Congress last year, we will soon have for the very first time a voluntary national test based on national standards in fourth grade reading and eighth grade math.
The exercise was conducted in 2003 through the voluntary completion of a questionnaire by drivers who had failed or refused a breath test or who when tested passed on amber which indicated the presence of alcohol in their breath.
