Instead of being dependent upon an agricultural agent to visit a farmer once every six months to share the latest farming practices, Rikin created a platform that allows farmers to share best practices with each other.
The most likely interpretation is that aborigines may enter land to hold ceremonies, visit sacred sites and even gather bush foods as long as they do nothing to interfere with a farmer's livestock, fences and pastures.
