The upper flashing lights are integrated into the roof panel, eliminating the need for a bolted-on light bar that causes aerodynamic drag -- reducing fuel economy -- and can lead to rust.
"Rana Plaza collapsed due to blatant violation of the building code, the use of substandard material and the operation of heavy machinery including generators on the upper floors, " Main Uddin Khandaker, a civil servant who led the panel, said in an interview.
"As clearly suggested by the district court, it is the contrast between the sole and the upper that causes the sole to 'pop, ' and to distinguish its creator, " the three-judge panel found.
