Critics of the UPP (Pacifying Police Unit) in Rio de Janeiro are quick to question how community organization and development projects will take shape in the years leading up to the World Cup and Olympics.
The next stage was to implant a UPP, or Police Pacification Unit, a team of police officers specially trained in community relations to establish state presence and allow the conditions to begin the legalization of the favela.
The UPP Social has been heavily criticized by public policy experts like Dr. Janice Perlman, author of FAVELA: Four Decades of Living on the Edge in Rio de Janeiro, for its slow implementation and lack of community mobilization.
