The solar mission in its first phase focused on areas already connected to the grid and had a pricing system that bundled four units of thermal electricity with one unit of solar-based power, which reduced the average per-unit cost of solar electricity.
For authors and publishers, the agency model provides them with greater control over the timing of their promotions and higher per-unit earnings of 70% of the list price as opposed to 50% for the conventional wholesale pricing model.
"Minimum unit pricing would penalise responsible drinkers and treat everyone who is looking for value in their shopping as a binge-drinker, " said the body's chief executive Miles Beale.
