Still, the majority of people in developing countries--one out of nine, according to UNAIDS--are not getting treatment.
Earlier this week, UNAids released figures suggesting that the number of new infections in sub-Saharan Africa had stabilised.
Last February, the UN body in charge of combating Aids, Unaids, called for tests to be independently monitored to ensure they are meeting ethical standards.
Peter Piot, the head of UNAIDS, said progress is being made.
UNaids also called for world leaders to fulfil their commitment made at the 2005 G8 Summit to achieve universal access to HIV treatment by 2010.
"Condoms will remain the key preventive tool for many, many years to come, " said the United Nations, World Health Organization and UNAIDS in a joint statement in 2009.
UNAids is monitoring progress against targets such as reducing sexual transmission of HIV by 50% by 2015, and providing antiretroviral therapy to all 15 million people who need it.
"This vaccine was designed to induce one type of immune response, namely antibodies, " says Jose Esposa, who is in charge of vaccine research at the United Nations agency UNAids.
Later that day, Irina Bokova participated in a meeting of the 10 UN entities together with UNAIDS secretariat to revitalize global momentum around AIDS and the Millennium Development Goals (MDGs).
"We will decide upon key priorities for each of the countries that will receive funds from OFID, in line with UNAIDS and UNESCO priorities at regional and global level, " she adds.

On May 13, 1999, a Safa-AFP report datelined Paris stated that 1998 Unaids and WHO reports had said that Aids was responsible for one death in five in Africa, or about two million people.
UNAIDS's director of evidence, monitoring and policy, says that the financial requirements for 2010 will probably be about 5% less than previously estimated, and that by 2015 that figure will have risen to 10%.
Mr. PETER PIOT (UNAIDS Director): It is true that in some countries, all the emphasis has gone out on providing treatment for people with HIV, and that the more difficult issues that come up when you deal with prevention--that's mostly dealing with sex and drugs.
The Conference is organized by the Association of UNESCO Clubs of Belarus and supported by the Ministry of Education of the Republic of Belarus, National HIV and AIDS Prevention Centre of the Ministry of Health of the Republic of Belarus, UNAIDS and UNESCO Moscow Office.
"Failing to acknowledge that sex between men will only increase the vulnerability of men - and women - to HIV infection, since men who cannot talk about their sexual orientation are less likely to seek appropriate support services, " said Dr Pierre Mpele, the UNAids country co-ordinator in Nigeria.
