The A82 Tarbet to Fort William Route Action Plan and A9 Perth to Blair Atholl Route Improvement Strategy were considered by Mr Scott over the past few weeks.
The police swooped in on the two suspects in a luxury rented property in Atholl, north of Johannesburg on Monday, following a tip-off from a yet-to- be identified source.
