The criminal charge comes about five months after the Commodity Futures Trading Commission sued Mr. Taylor in a civil lawsuit, alleging he entered fabricated trades by bypassing an internal system that was designed to send electronic trades to the Chicago Mercantile Exchange.
The plan came about after a report by Stephen Taylor, the former director with the UK Audit Commission, recommended introducing "a more robust strategic planning process" in Alderney.
The UK and Ireland judging panel for 2012 included Dr Beth Taylor of the Institute of Physics (IOP) and Director for sciences of the UK National Commission for UNESCO.
