Color Red is no substitute for an Iron Dome defense system, but with as little as 15 seconds between an air defense warning and a rocket striking its target, Color Red offers a little bit of extra time for users to find shelter.
It's also against Tripoli's rules to aim the rocket at any hard target, for obvious reasons--one man's weekend missile could easily become another man's Air Force One-seeking Stinger.
But officials said Wednesday's launch from the site 480km (298 miles) south of Seoul had gone as planned and that the rocket had reached its target altitude and deployed its satellite.
