The bill abolishes StrategicHealthAuthorities and Primary Care Trusts and gives commissioning powers to consortia of health professionals, overseen by a new Commissioning Board.
Strategichealthauthorities (SHAs) were created by the previous Labour government in 2002 to manage local NHS services on behalf of the secretary of state.
Currently, the Department of Health then passes these down through 10 strategichealthauthorities and then to the PCTs who have to ensure they are implemented.
