Storrie also revealed the club came close to going into administration during the summer.
But Pompey chief executive Peter Storrie insisted Adams was the best man for the job.
"I really don't know what will happen if that money doesn't come through, " said Storrie.
"Avram is a very experienced and respected manager who has managed at the highest level, " added Storrie.
The move follows negotiations led by Portsmouth executive chairman Peter Storrie on behalf of club owner Alexandre Gaydamak.
"I've enjoyed my seven-and-a-half years here and I feel there's a job yet to be done, " said Storrie.
However, Storrie, who will tender his resignation when the south coast club is sold, has vigorously defended his eight-year tenure.
His projected move for Portsmouth follows negotiations led by Portsmouth executive chairman Storrie on behalf of club owner Alexandre Gaydamak.
Al Fahim took control of the club in August, despite a late rival bid from a consortium led by Storrie.
"He knows the club, players and set-up so it was logical to make him manager, " said chief executive Peter Storrie.

Pairoj subsequently introduced Mr Storrie to Dr Sulaiman al Fahim and that is the extent of his involvement in the proposed takeover.

"Right from the beginning I liked the idea of continuity, " said Storrie.
On a number of occasions, Gaydamak and Storrie moved to refute speculation that Portsmouth were in financial difficulties, but their denials were unconvincing.
"Until this takeover happens, neither the old nor the new owner is placing any money into the business, " Storrie was quoted as saying.
Mr Andronikou also said chief executive Peter Storrie - who has been criticised over his handling of Portsmouth's troubles - had tendered his resignation.
They have also been late paying wages four times this season, while Storrie appeared before a crown court accused of tax evasion in January.

But Storrie has dismissed suggestions that the club should sack manager Paul Hart and says everyone has been encouraged by the performance against Everton.
The rival consortium was headed up by chief executive Peter Storrie but Al Fahim says he has no problems continuing to work with him.
Storrie also denied he was disappointed not to succeed with his own takeover attempt, with Al Fahim finally taking control after a drawn-out process.
On Friday BBC Radio 5 live reported that Storrie is losing faith in whether Al Fahim has the finances to take the club forward.

Storrie had begun to lose faith in whether new owner Sulaiman Al Fahim had the finances to take the club forward but has received sufficient assurances.
Meanwhile the club announced on Friday that Lampitt, the Football Association's head of football integrity, would be replacing Peter Storrie, who stepped down on 12 March.
