Mr Leckey said the Commission, which was established last year under the terms of the Good Friday Agreement, did not have express statutorypower to step into proceedings.
However, this was a collectively bargained provision (which presumably got into the agreement because owners and more power and leverage in negotiations than the players), so it was protected by the non-statutory labor exemption.
