That is mostly because workers get such a small slice of the national cake: 53% in 2007, down from 61% in 1990 (and compared with about two-thirds in America).
Run a long, sharp knife around the edge of the cake and invert it onto a small rack, then invert it again onto a second rack so that the cake is right side up to complete cooling, 30 minutes more.
"It's fine if in Wales we say let's divide the cake in ways that seems fair across all parties, but if the result is the slices are too small to be effective in competition with other parts of the UK or Europe, then we're not going to get very far with it, " he said.
