All four party leaders in Wales are now entirely clear that the answer is yes, and that implementing the Silk recommendations is the way to achieve it.
He said Prof Jones had "underplayed" the way the Silk Commission, which includes representatives of Wales' four main parties, "managed to craft a cross-party consensus around its proposals".
So it is good to hear the chief secretary setting out the UK Government's intention to implement Silk and we look forward to a formal announcement on the way forward as soon as possible.
Vogts cannot be expected to fashion the proverbial silk purse from a sow's ear, but he has some way to go, tactically, to prove that he is the man to take Scotland forward.
