The minister added that local councils faced a huge challenge to deliver more with less, but closing the debate the Conservative ShadowFinance Minister said that his party didn't believe that efficiency savings are incompatible with running effective public services.
Tory Shadow Minister for Finance Paul Davies sees nothing "other than a fresh attempt by Welsh Labour Ministers to be seen to act on the economy, while spending money which would be better spent by taxpayers themselves".
Shadow Minister for Finance Nick Ramsay AM stressed that a cap should be set on the amount that can be borrowed and called on the Welsh government to be more specific in regards to what projects would be funded with the additional money.
As MPs debated the Local Government Finance Bill at report stage on 21 May 2012, shadow local government minister Helen Jones said the government was being "wilfully blind" to the potential problems caused by the bill's changes to the way business rates are distributed, claiming the reforms could increase the north-south divide.
