There is some debate as to how exact defensive statistics are, but there is little question that they separate the goodfrom the bad, especially with a large sample size.
Disagreement is certainly one way to separate the good ideas from the bad and reach an optimum solution, but it cannot become self-serving and destructive.
The government could then separatebad assets fromgood, appoint new managers and reprivatise the cleaned-up bits by selling them to investors (ideally, including some foreigners).
