The United States is committed to the Friends of Yemen process and its goal of supporting Yemen as it endeavors to achieve meaningful political, economic, and security sector reform.
Partner capacity can only be sustained over the long-term when partner governments have the political will, absorptive capacity, credible and effective institutions, willingness to independently sustain U.S. investments, an equal stake in the success of security sector initiatives, and policy commitment to security sector reform.

"It seems to me inconsistent that we wouldn't want to help this federal government now start to move forward with the very real difficult challenges of security sector reform, training the armed forces, building their capacity, building their understanding of human rights obligations, " he says.
United States Government efforts must be sensitive to these requirements, including anticipation of partner capacity, sustainment and oversight needs, coordination with partner governments across the breadth of security sector assistance activities, and pursuit of security sector reform as part of a broader, long term effort to improve governance and promote sustainable economic development.

The Council will review the measures set forth in this resolution when appropriate, but no later than 30 November 2010, with a view to adjusting them in light of the security situation in the Democratic Republic of the Congo, in particular progress in security sector reform and in integrating the armed forces and reforming the national police and disarming, demobilizing, repatriating, resettling and reintegrating Congolese and foreign armed groups.
Social inclusion, rule of law, security sector transformation, land reform, good governance, equality and inclusive growth, state restructuring, and employment acceleration are recognized as key elements of the CPA and the wider peace building process.
The partnership accord covers the fight against corruption and fraud, global governance and reform of the security sector.
