The Environment Agency said river levels were expected to remain high as rain fell on saturated ground.
Thames Water said rain and saturated ground left it with no choice but to constantly pump sewage away.
"Given the saturated ground there is potential for the rainfall to lead to considerable disruption in some areas, " a spokesman said.
The Environment Agency said rain falling on already saturated ground was likely to lead to more disruption on the roads this week.
"This rain will be falling on saturated ground, the rivers are already very high and any further rain will exacerbate the problem, " he said.
In November and December, many places in Gloucestershire became flooded as the already swollen rivers and saturated ground were unable to contain the heavy rainfall.
Advanced weather warnings have already been issued for 26 and 27 December, advising that heavy showers on saturated ground across the UK could lead to localised flooding.
